Q: The diagnosis mental retardation Grade IV debil: how severe is this?
We are adopting a 2 year old deaf child from Krasnodar. He was born at 31 weeks, his apgar was 6 and as early as his 11th month medical the term oligophrenia was used. In his most recent medical at 2 years, it said mental retardation Grade IV debil. How severe is this?
